Academic mobility

General provisions

1.These rules for organizing academic mobility of students and teachers in organizations of technical and professional, post – secondary education (hereinafter referred to as the rules) are developed in accordance with subparagraph 50) of Article 5 of the law of the Republic of Kazakhstan “on education” and determine the procedure for organizing academic mobility of students and teachers of organizations of technical and professional, post-secondary education (hereinafter referred to as vet). 

 2. The following concepts are used in these rules: 

  1) Academic mobility – transfer of students or teachers to another organization of technical and professional, post-secondary education (within the country or abroad) for a certain academic period (semester or academic year) for training, internships in its organization of technical and professional, post-secondary education or other organization of technical and professional, post-secondary education with mandatory re-accounting of learning results (modules), curricula, disciplines mastered in the form of academic credits; 

   2) Credit mobility – a type of academic mobility that provides for the transfer of students or teachers to other educational institutions for a limited period of no more than one academic period; 

  3) Grade point average – GPA (grade point Everage) – a weighted average assessment of the level of academic achievements achieved by a student during a certain period of the selected program (the ratio of the amount of credit derivatives of the quantitative equivalent of the final grade points for all types of academic work to the total number of credits awarded for types of work during the specified period of study).

Organization of academic mobility of students in organizations of technical and professional, post-secondary education within the country

1.To ensure academic mobility, students study individual disciplines/modules within the country in other vet organizations. 

 2.Admission to training under academic mobility programs within the country is carried out on the basis of agreements/agreements concluded between vet organizations.

3. Sending students to study under academic mobility programs: 

      1) Local budget funds; 

      2) Income received by the vet organization from the provision of paid services; 

     3) Grants from employers, funds formed at the expense of contributions of founders (participants) of educational organizations, charitable assistance gratuitous contributions and donations; 

      4) At the personal expense of students.

4.The announcement of the competition for students for participation in academic mobility within the country and the list of documents are posted on the official website of the vet organization. The list of documents includes: 

      1)Application (applications are accepted twice a year no later than three months before the start of the academic period); 

      2) Completed application form of a student applying for academic mobility training in accordance with Annex 1 to these rules; 

      3) A copy of the identity card and / or passport; 

      4) Transcript in accordance with Annex 2 to these rules;  

      5) Notarized consent of the legal representative of the applicant for admission to training (for persons under the age of 18). 

      When conducting a competition for students for academic mobility, financed at the expense of the funds provided for in subitems 2), 3) and 4) of Item 5 of these rules, the vet organization makes a decision based on the results of the competition.

  5.In vet organizations, a commission (hereinafter referred to as the Commission) is established to select applicants for training in academic mobility within the country. The composition of the commission is approved by the order of the head of the vet organization. 

      Based on the decision of the commission, a protocol is drawn up and an order of the vet organization is issued to send students to study on academic mobility. 

      6. Main criteria for competitive selection of applicants for participation in academic mobility:  

      Completion of at least two academic periods by a student in the relevant specialty/qualification; 

       The average student’s performance score (GPA) is at least 2.5 points;  

      At least 16 years of age. 

      7.The final document confirming the student’s training in academic mobility is a transcript. The transcript includes information about the training program in accordance with Annex 2 to these rules.

     8.The results of training mastered by students in full within the framework of academic mobility and confirmed by a transcript are necessarily recalculated by the vet organization. 

     9.When studying at the final course under the educational program within the framework of academic mobility, the student passes the final certification in the sending Organization of the VET, subject to the fulfillment of all the requirements of the individual curriculum and recognition of the results of his / her training.

ORGANIZATION OF ACADEMIC MOBILITY OF STUDENTS IN ORGANIZATIONS OF TECHNICAL AND PROFESSIONAL, POST-SECONDARY EDUCATION ABROAD

1.To ensure academic mobility, students study certain disciplines/modules in foreign vet organizations. 

2.Admission to study abroad on academic mobility is carried out on the basis of contracts/agreements concluded between vet organizations within the framework of contracts and agreements concluded between governments or departments of the Republic of Kazakhstan and foreign countries.

3. Sending students to study abroad within the framework of academic mobility: 

     1) Local budget funds; 

  2) Income received by the vet organization as a result of the implementation of paid services; 

   3) A fund formed at the expense of employers ‘ grants, contributions of founders (participants) of educational organizations, charitable assistance, gratuitous contributions and donations; 

    4) At the expense of students ‘ personal funds.

4.The announcement of the competition for students to participate in academic mobility abroad and the list of documents are posted on the official website of the educational management body of the region, the city of Republican significance, and the capital. The list of documents includes: 

     1) Student’s application; 

     2) A copy of the passport of a citizen of the Republic of Kazakhstan; 

     3) Transcript on current academic performance, certified by the seal of the vet organization; 

    4) International certificate confirming the level of proficiency in a foreign language B2 (IELTS, TOEFL, Cambridge English, Duolingo); 

    5) Medical certificate 072/y (for those traveling abroad).

5. Main criteria for competitive selection of applicants for participation in academic mobility programs: 

    Completion of at least two academic periods in the relevant specialty; 

    Average performance score (GPA) at least 2.5 points; 

    English proficiency level at least B2 (Ielts, Toefl, Cambridge English, Duolingo); 

   Candidate’s 18th birthday.  

  6.Admission to study abroad within the framework of academic mobility at the expense of the local budget is carried out by the educational management bodies of the region, the city of Republican significance, and the capital. 

  7.At the expense of the local budget, the determination of the number of applicants for study abroad and the number of places for VET is carried out by the Commission for determining the number and places of applicants for study abroad within the framework of academic mobility (hereinafter referred to as the commission), formed by the educational management body of the region, city of Republican significance, capital, with the involvement of Deputies of the maslikhat and independent experts of non-governmental organizations, as well as public figures, consisting of at least 15 people. 

    The chairman of the commission is elected from among the members of the commission by a majority vote of the total number of members of the commission by open voting. All members of the Commission, including the chairman, have equal votes when making decisions. When the votes are equal, the chairman’s vote is decisive. A meeting of the commission is considered valid if it is attended by at least half of the members of the Commission. 

  The work of the commission is organized by the educational management body of the region, the city of Republican significance, and the capital.

8. If there are equal points when selecting applicants for admission to study within the framework of academic mobility at the expense of the funds specified in subitem 1) of item 15 of these rules: 

      1) Candidates with high GPA scores; 

      2) Applicants with a high score in a foreign language will receive priority. 

    9.When conducting a competition for students on academic mobility financed from the funds provided for in subitems 2), 3) and 4) of item 15 of these rules, the Organization of vet makes a decision based on the results of the competition.  

   10.In TVE organizations, in accordance with paragraph 7 of these rules, a commission is established that determines candidates for study abroad on academic mobility. 

   11.The final document confirming training in educational programs within the framework of academic mobility is a transcript in the language of the receiving party or its equivalent in the country of stay, necessarily the original transcript of the receiving party in English with a notarized translation into Kazakh or Russian. The transcript includes information about the training program in accordance with Annex 2 to these rules. 

  12.The results of training confirmed by a transcript are re-recorded by the vet organization. 

    13.Recalculation of loans received abroad to loans accepted in the Republic of Kazakhstan is carried out by dividing their number by the transfer coefficient, the value of which is determined taking into account the replenishment of one loan in the Foreign system. At the same time, loans are formed in whole units.

PROCEDURE FOR ACADEMIC MOBILITY OF TEACHERS OF TECHNICAL AND PROFESSIONAL, POST-SECONDARY EDUCATION

1.For cooperation in the implementation of academic mobility of teachers, an agreement/agreement is concluded between the teacher, sending and receiving educational organizations. 

 2.The procedure for financing academic mobility of teachers is regulated within the framework of the concluded agreement/agreement. 

3.Sending and receiving educational organizations develop programs within the framework of academic mobility of teachers. The program defines the goals, duration, learning content and other important aspects of academic mobility. 

 4.The criteria for the selection of teachers are determined in accordance with the agreement/agreement between the sending and receiving parties. 

5.During the period of participation in the program within the framework of academic mobility, the teacher’s place of work and the average monthly salary are retained. To cover accommodation, travel, per diem and other expenses, the teacher: 

  Extrabudgetary funds of the vet organization,  with grants from employers or social partners, funds from international funds, sponsorship funds or funds from the host organization;  there is an opportunity to use with their own funds. 

 6.The Organization of Vet conducts an analysis of the academic mobility program for teachers. The analysis includes collecting feedback from teachers, data on achieving the goals set and the effectiveness of the program. Upon returning to his educational organization, the teacher submits a report on the work performed.
